The Canary Islands Parliament has approved a major reform of tourism law requiring accommodation providers to install lift beds and motorised trolleys to improve working conditions for cleaning staff.
The change aims to reduce physical strain and prevent workplace injuries among camareras de piso (room attendants), a group long associated with physically demanding working conditions.
Phased rollout until 2033
The new rules will be introduced gradually, with full compliance required by December 2033. Deadlines vary depending on the type of accommodation:
Four and five-star hotels:
- 25% compliance by 31st December 2027
- 45% by 31st December 2029
- 75% by 31st December 2031
- 100% by 31st December 2033
Other hotels, holiday apartments and tourist rentals:
- 10% by 31st December 2027
- 20% by 31st December 2029
- 35% by 31st December 2031
- 100% by 31st December 2033
Exemptions and who must comply
Some smaller or protected properties will be exempt. This includes accommodation with fewer than 30 rooms located in listed buildings or historic centres, where beds may have recognised heritage or cultural value. Certain exemptions will also apply in El Hierro and La Gomera.
However, the rules will apply to owners of holiday rental properties managing five or more properties or offering over 20 guest places on the same site e.g. large villas.

Funding and enforcement
Financial support is expected to be made available through the Government of the Canary Islands and island councils to help businesses meet the new requirements.
Failure to comply with the deadlines or obligations will be treated as a serious offence under the law.
Tourism and Employment Minister Jessica de León described the reform as “a necessary step forward in preventing workplace risks”, recognising years of campaigning by workers and unions.
The measure marks a significant shift in labour standards within the islands’ tourism sector, with a clear focus on improving safety in one of its most physically demanding roles.
