The Las Palmas de Gran Canaria City Council approved the initial modification of its municipal tax on construction, installations and works (ICIO) yesterday (Friday), introducing new tax breaks to encourage affordable social housing and support sustainable mobility.

The changes include a 50% reduction in the ICIO for social housing projects, both public and private, as well as for rehabilitation works and mixed developments where at least half of the homes are rent protected.

In addition, there will be a 20% tax break for projects involving the installation of electric vehicle charging points, reflecting the council’s push towards greener transport.

Councillor for Finance, Francisco Hernández Spínola, explained that this measure continues the council’s commitment to reducing the tax burden on residents. He reminded that property tax (IBI) had already been lowered previously, and that the new ICIO reform “establishes further benefits in favour of residents”.

The last revision of this ordinance was in 2014, and the new update aligns the regulation with recent national and regional urban planning laws, improves administrative efficiency, and clarifies how fiscal benefits are applied.

The new rules ensure each type of tax break is listed in a dedicated article, with clear guidance on compatibility, deadlines and documentation requirements. However, the council stressed that only one type of reduction can be applied per project – simultaneous benefits are not permitted.

The reform also modernises tax management with digitalised procedures and a clearer distinction between provisional and final assessments.

Following Friday’s approval, the ordinance will now undergo a 30-working-day public consultation period before being finalised.
