New DGT rules for electric scooters start this Monday

The Department of Traffic in Spain (DGT), are introducing new rules from tomorrow, Monday 26th January, that affect people using electric scooters and other personal mobility vehicles (PMVs). Most scooters will need extra safety and legal requirements to continue using public roads.

The biggest change is that heavier and faster scooters must now have civil liability insurance. This applies to models that weigh more than 25 kilos and can travel faster than 14 km/h. The rule comes from Law 5/2025 and takes effect as the transition period ends. Importantly however, owners will not have to register their scooters, even if they need insurance.

Scooters that do not meet those weight and speed limits do not need insurance. However, the DGT is also making the V16 flashing emergency light compulsory for these vehicles, just as it is for cars. The device has been criticised, but the requirement will still go ahead.

The DGT has confirmed that number plates for scooters will not be introduced yet, as there is still no working national system to manage a register for them. A new royal decree will be needed before this can happen.

Anyone who ignores the new rules could face fines between 200 and 1,000 euros. The insurance, managed through the Consorcio de Compensación de Seguros, will only cover injuries to other people. It will not pay for damage to your scooter or other property, the rider is liable for that.

The DGT is also moving forward with a separate rule that will require all scooters to have a circulation certificate. Scooters bought before 21st January 2024 have until 2027 to comply, while those bought after that date must have the certificate immediately.
