The General Directorate for Traffic (DGT) in Spain has approved a new law introducing significant changes to traffic regulations starting in 2025, which aim to improve safety for cyclists and promote harmonious coexistence between all road users.
One of the most prominent changes is the new speed limit when overtaking cyclists on interurban roads. From 2025, motorists must reduce their speed by 20 km/h below the road’s posted limit. For example, on a road with a 90 km/h limit, overtaking must be carried out at no more than 70 km/h.
Drivers are still required to maintain a lateral distance of at least 1.5 metres when passing cyclists, and in some cases, a complete lane change will be mandatory to ensure safe overtaking.
In addition, the exemption allowing cyclists to not wear helmets on certain roads will be eliminated. Starting next year, helmets will be compulsory for all cyclists on roads, regardless of the incline or weather conditions.
They will also be required to wear reflective or luminous accessories in low-visibility conditions to ensure they are visible from a distance of at least 150 metres.
Urban Cycling Rules Updated
In urban areas, cyclists will now be required to ride in the centre of the lane rather than near the edges or on pavements, prioritising pedestrian safety. On streets with a single lane and a 30 km/h speed limit, cyclists will be allowed to travel in the opposite direction of traffic.
Drivers will also need to maintain a minimum distance of five metres when following a cyclist in city traffic. Furthermore, in heavy traffic situations, cyclists will have the right to overtake vehicles on either side, allowing for smoother mobility during congestion.

These reforms address long-standing safety concerns and aim to reduce accidents involving cyclists, who are among the most vulnerable on the road. Cyclists and motorists are encouraged to familiarise themselves with these new rules to ensure compliance and improve shared road experiences.
