The Cabildo de Lanzarote has approved a new set of rules for public transport aimed at promoting respectful, accessible, and sustainable travel across the island. Under the new regulation, passengers who engage in serious misconduct on buses could face fines of up to €6,000.

The newly adopted Regulations for Regular Road Passenger Transport will be submitted to the island’s plenary council for formal approval. The draft has been developed through a public consultation process that included feedback from passengers, bus drivers, and the operating company.

President of the Cabildo, Oswaldo Betancort, said the move reflects a strong commitment to placing passengers at the heart of transport policy. “This is a clear step towards making public transport more pleasurable and ensuring services are efficient, inclusive, and in line with European standards.”

It introduces updated guidelines to reflect modern needs and social expectations, and highlights the importance of inclusion and protection vulnerable passengers such as people with disabilities, the elderly, children, pregnant women, and pet owners.

It also addresses issues such as misuse of mobiles, the need for respectful conduct, and the responsibilities of drivers, who, while not legally classed as public authorities, play a crucial role in maintaining order and safety on board.

The new rules also allow for bicycles, electric scooters, and luggage to be carried on board, and confirm that children under the age of four may travel free of charge. Smoking, drinking alcohol, or travelling without a valid ticket will be explicitly banned.

The Cabildo views the reform as a key part of its long-term push towards sustainable mobility. The island has seen a 57% increase in public transport usage since 2022.
