OFFICIAL: New measures for ‘Carnival period’ are printed in the BOC

The Canary Islands Government has printed all the measures agreed at yesterday’s Governing Council meeting for the period traditionally known as ‘Carnival period’ in the Boletin Oficial de Canaries (BOC) this morning, which gives in detail all the specific and temporary measures during this time from midnight last night (00:00 hours February 12th 2021) until 00:00 hours on February 22nd 2021.

Some of these measures are regardless of the alert Level status and some are specific to the level in each island. As of now the islands are in the following levels:
LEVEL 1: Tenerife, La Gomera, La Palma.
LEVEL 2: Fuerteventura, El Hierro.
LEVEL 3: Gran Canaria.
LEVEL 4: Lanzarote (including La Graciosa).

Here are the measures as decreed in BOC-S-2021-030/701:

CURFEW:
The freedom of movement of people is limited at night, regardless of the level of alert in which each of the islands is, between 10pm and 6am.
This limitation does not affect the performance of the usual essential activities.

GROUPS MEETING:
This is the maximum number of people allowed to meet in public and private places, indoors or outdoors, whether family or social gatherings (except in the case of cohabitants):
- At alert levels 1 and 2: maximum 6 people.
- At alert level 3: maximum 4 people.
- At alert level 4: maximum 2 people.

In the event that the group is made up of cohabitants and non-cohabitants, the maximum number of people established in each of the indicated alert levels will not be exceeded.

BARS AND RESTAURANTS:
There are specific measures for bars, restaurants, cafes and terraces during this period.
- ALERT LEVEL 1:
100% occupancy on outdoor terraces and 75% of the authorized capacity indoors, respecting the distance of at least 2 metres between the chairs of different tables.
Establishment must be closed by 10:00pm.
Pick-up service can be provided at the premises and home delivery until 10:00pm.

- ALERT LEVEL 2:
75% occupancy on outdoor
terraces and 50% of the authorized capacity indoors, respecting the distance of at least 2 metres between the chairs of different tables.
Establishment must be closed by 10:00pm.
Pick-up service can be provided at the premises and home delivery until 10:00pm.

- ALERT LEVEL 3:
50% occupancy on outdoor
terraces and 0% of the authorized capacity indoors, respecting the distance of at least 2 metres between the chairs of different tables.
Establishment must be closed by 10:00pm.
Pick-up service can be provided at the premises and home delivery until 10:00pm.

- ALERT LEVEL 4:
50% occupancy on outdoor
terraces and 0% of the authorized capacity indoors, respecting the distance of at least 2 metres between the chairs of different tables.
Establishment must be closed by 6:00pm.
Pick-up service can be provided at the premises and home delivery until 10:00pm.

The maximum number of people per table is as follows:
- At alert levels 1 and 2: maximum 6 people.
- At alert level 3: maximum 4 people.
- At alert level 4: maximum 2 people.

- Masks must be worn at ALL times by staff of the establishment, including behind the bar.

- Masks must be worn at ALL times by clients except at the time of food or drink intake, at all alert levels.

- Consumption at the bar is prohibited in all levels, only table service.

- Consumption away from the table assigned to each client is prohibited. People may ONLY drink sat at an assigned table.

- The service of drinks to customers who do not occupy a previously assigned table is prohibited.

- Activities that lead to crowds, not maintaining interpersonal safety distance or improper use of masks, such as parties, dances, karaoke, contests, concerts or background music that invite people to dance or sing are prohibited.

- Smoking is not allowed on the terraces or other outdoor spaces related to the premises or establishment. The consumption of tobacco or other inhalation devices is prohibited within a perimeter of at least 5 metres from this area.

- Customers must remain seated at the table at all times, and not walk around premises unless necessary.

- The owners of the establishments are responsible for adopting all the necessary measures to avoid the generation of risks of spread of Covid-19. Failure to do so will result in sanctions.

GOING TO OTHER ISLANDS:
Unjustified or non-essential travel from or to islands that are at alert levels 3 and 4 is prohibited.
People may visit islands at alert levels 1 and 2.

PUBLIC TRANSPORT:
Capacity is 50% in all alert levels.

PARTIES AND EVENTS:
Any parties, events, celebrations, contests, or any other type of event that may incite the uncontrolled meeting of people or that involve situations that make it difficult or impossible to comply with general preventive measures, are not allowed.

PUBLIC SHOWS:
Public shows: recreational, leisure and leisure activities, including sports, that take place sporadically and in places other than the establishments intended for the regular exercise of said activity and, in any case, those held in removable or open-air facilities.
These can ONLY be held on those islands that are at alert level 1.

REMINDER OF BASIC PREVENTIVE MEASURES:
Citizens should avoid:
- Closed spaces with poor ventilation and crowded.
- Very crowded areas and crowds.
- Areas where they cannot maintain interpersonal safety distance.

Mandatory use of masks:
In hospitality and catering establishments, including bars, restaurants and cafes, the mask may be removed exclusively at the time of food or drink intake.

During family and social celebrations between non-partners, in private settings, the same measures must be maintained.

SURVEILLANCE AND CONTROL OF PREVENTIVE MEASURES:
The authorities are intensifying controls in the following ways:
- In ports and airports in the Canary Islands in order to avoid unjustified movement from or to islands that are at alert levels 3 and 4.

- On public roads, parks and other outdoor recreation areas where unauthorized alcohol consumption is foreseeable, and where there is a high density of hotel and restaurant establishments.
